West Oxfordshire District Council has this week published a series of Further Main Modifications to the Local Plan for consultation – the consultations runs from Thursday 22nd February 2018 to Monday 9th April 2018. SEE CPRE Oxon response…
The Further Main Modifications (FMMs) are intended to address various issues raised during and since the Local Plan examination hearing sessions held in May and July 2017 including those set out in the Inspector’s letter of 16 January 2018.
The consultation period runs from Thursday 22nd February 2018 to Monday 9th April 2018.

CPRE’s initial response
- It is clear we haven’t won the overall argument on numbers – the level of development proposed in the District’s Plan, will still lead to substantial change in West Oxfordshire.
- CPRE has been working with WODC, the Cotswolds Conservation Board and Historic England over the past months to improve substantially policies in the Plan on the AONB and historic environment – we are hopeful that these will help guide more appropriate development in the District.
- CPRE is delighted that WODC has withdrawn the 4 proposed strategic allocations within the AONB, since these were not based on evidence of specific local need and therefore contrary to NPPF. However, we note that this still allows for nearly 800 houses in the Burford-Charlbury sub-Area, so this is not a question of ‘no development’ but appropriate development to suit the special nature of the landscape. Well done to CPRE members and supporters and all our local friends and campaigners for this outcome!
- We will be reviewing the modifications in more detail over the coming weeks and responding to the consultation, so if anyone would like to feed in their views, plesae contact us by email.

All comments must be submitted no later than 5pm on Monday 9th April 2018.
What next?
All comments received will be submitted to the Inspector together with the proposed Further Main Modifications and supporting documentation. They will also be made available for public inspection.
